The Overall Objective of the project is to assist in the development of a more demand-driven and flexible support system supporting the integration of all types of job-seekers into the labour market. The Immediate Objective is to assist in creation of wide access to high quality vocational educational training which facilitates its role in developing human resources and the increased efficiency of the labour market.

The three year project, which was launched January 2006, is financed by Sida / Asdi with the Moldovan Ministry of Education and Youth as counterpart. The implementation of the project has been awarded Hifab International of Sweden in cooperation with Nelea aps of Denmark.

The Project Objectives are:
  • to improve quality and scope of courses and services offered within the Vocational Education System;
  • to improve access to Vocational Education Training for Vulnerable Groups of the Moldovan Society;


The project is composed of eight components – namely:

  1. Component 1 – National VET programme;
  2. Component 2 – National Centre for Training of Trainers and modular training;
  3. Component 3 – Labour Market Information System;
  4. Component 4 – Social Dialogue;
  5. Component 5 – Career Guidance and Professional Orientation;
  6. Component 6 – Drop outs in the age bracket 16 to 18 years of age;
  7. Component 7 – Vulnerable Groups;
  8. Component 8 – Entrepreneurship;

The overall steering of this as well as other related projects is managed by a Joint Steering Committtee.

Within the project a Monthly Management Forum has been established in order to ensure compliance with the overall policy priorities and strenghten sustainability.

Four focus groups have been established to follow and participate in the development activities within the euith components – namely:

  1. Policy Focus Group – covering the VET programme, social dialogue and entrepreneurship components;
  2. Labour Market Focus Group – covering the Labour Market Information System and Career Guidance and Professional Orientation components,
  3. Target Group Focus Group – covering the Vulnerable Groups and Drop Outs Components;
  4. Teacher Training Focus Group – covering the national Centre for Teachers Training component.
